OSHA's General Duty Clause requires employers to provide their employees a place of employment that is free from recognized hazards that are causing or are likely to cause death or serious physical harm to an employee. Section 5(a)(2)

Since these are mandatory requirements as stipulated by federal OSHA standards buildings under construction require perimeter fall protection and tie-off for employees to secure themselves and minimize the chances of falling from a several story building.
